Postponement of the Entry into Force of the Technical Regulation on Energy Efficiency Requirements for Energy-Consuming Devices

The Council of the Eurasian Economic Commission, at the initiative of Russia, has postponed the entry into force of the Eurasian Economic Union’s technical regulation “On Energy Efficiency Requirements for Energy-Consuming Devices” until September 1, 2028.
This decision will allow for the revision and updating of several provisions of the document as part of the amendments being prepared under the EAEU’s plan for the development and amendment of technical regulations. It will also provide time to finalize and adopt the necessary secondary legislation for implementing the regulation, including the list of applicable standards and energy efficiency labeling requirements for energy-consuming devices.
The same decision by the EEC Council also postpones the entry into force of the Commission Council's decision establishing the formats of energy labels for different types of devices and the rules for their design — now set to come into effect on March 1, 2028. Additionally, the effective dates for certain requirements outlined in the annexes to the technical regulation have been postponed by three years.
