On March 1, 2026, Government Resolution 1667 of October 27, 2025, entered into force in Russia. It defines new Rules for the Centralized Management of the Public Communications Network. The types of internet security threats are defined.
According to paragraph 4 и) of the Resolution, a security threat will be considered the provision of access to information or information resources on the internet that facilitate the acquisition of communications equipment for which mandatory conformity confirmation has not been conducted, in violation of Russian Federation law.
Therefore, selling products without communication certificates/ declarations, in addition to an administrative fine, confiscation of the product, and a ban on product sales, may also result in restricted access to the entire information resource (website, trading platform).
The rules apply to all devices that fall under the definition of "communications equipment." These include smartphones, mobile phones, household appliances, electronics, and other subscriber devices with Wi-Fi, Bluetooth, GSM, and LTE communication modules. The Russian Ministry of Digital Development, the Federal Security Service, and Roskomnadzor will identify violations.
Text of the Resolution
The registration authority for declarations of communication equipment is the Ministry of Digital Development and Mass Communications of the Russian Federation (formerly the Federal Communications Agency - FAC). This document is valid only within the Russian Federation. Recipients may be companies registered within the Russian Federation. Validity period of the declaration is 3, 5, or 10 years, at the applicant's discretion. The document is issued for one final device model.
